A payment dispute between Time Warner Cable Inc. and Fox Network could mean a headache for Austin television viewers in 2010.   The cable provider is stuck in negotiations on whether it should pay more to carry Fox-produced programming in areas, including Austin.   Fox requested a monthly $1 per subscriber fee in exchange for carrying the network’s signals, according to news reports.
