New Construction Material Recycling Program Proposed for Wilco Landfill

Waste Management has announced plans to pilot two new recycling projects at the Williamson County Landfill: asphalt shingles recycling and construction and demolition (C&D) debris recycling.

The Williamson County Landfill currently takes in approximately 100 tons per day of old tear-off, asphalt shingles. The shingles recycling pilot project would convert the material to a product that could be re-used as asphalt, new roofing materials or spray-on parking material. Pending approval by the Texas Commission on Environmental Quality (TCEQ), the pilot is expected to get underway by September 2008.

Waste Management also proposes to pilot a C&D recycling system that uses equipment to mechanically separate a portion of the incoming C&D waste stream. The recycling system is designed to separate metal, wood, concrete, brick and sheetrock. This new system is expected to remove 25 to 35 percent of the C&D waste stream to either be recycled or re-used. The Williamson County Landfill takes in approximately 500 tons per day of C&D debris.

The County Commissioners unanimously approved moving ahead with the TCEQ permit applications for the asphalt recycling project, which is the first step in the process. There is no permit approval necessary at this time for the C&D project.

“These recycling pilot projects are among several initiatives that Waste Management has undertaken over the past six to 18 months as part of our commitment to improve the landfill and its operations,” Waste Management Central Texas Landfill Manager Steve Jacobs says.

Jacobs says,“In addition, we have installed additional gas extraction wells, purchased a second set of scales to improve traffic flow, established a Citizens recommendation committee, and contracted with a landscape architect to develop a new entrance design.”
