Police ID shooting victim

Austin police have identified the man shot by an officer Sunday morning as 25-year-old Kevin Brown. They say he had been outside Chester's Lounge on E. 12th Street early Sunday morning when officers were flagged down about a man with a gun.

"We have officers that are working overtime around Chester's Lounge, and we started doing this several months ago after receiving several complaints...regarding loud music, illegal parking, shots fired, and drinking on the street," said Acting Police Chief Cathy Ellison.

Witnesses say that when officers approached Brown, he ran towards the Elm Ridge Apartments. "It's kind of a messed-up incident, you know," said Chris Wilson, who was in the parking lot of Chester's Lounge. "The dude just took off running and the laws just chasing him. And once they started chasing him, they couldn't catch him. And once he tried to go through the creek, and then we went through the creek and you just heard shots, bam, bam, bam, bam, bam! There wasn't no warning shots, no 'freeze', no nothing."

APD Sergeant Michael Olsen has been placed on restricted duty following the shooting. He's been with the department for 12 years. Earlier this year, Olsen was given a three-day suspension for sending another officer's confidential training records via e-mail in violation of departmental policy. He was also involved in a high-profile incident in 2002. Olsen arrested Jeffrey Thornton on 6th Street. But Thornton claimed Olsen used excessive force and his arrest was unjustified. Olsen was later indicted by a Travis County grand jury on charges of tampering with a government document on the grounds that his account of the arrest in his official police report was not accurate. A nearby surveillance video camera captured the incident on tape. The charges against Olsen were later dropped. Thornton filed a lawsuit in connection with that incident and received a $31,000 settlement.
